Question posed to Sheikh Saalih Al-Fawzaan - may Allaah preserve him:
Q: Is the legislated Ruqyah permitted for all diseases, or is it only specific to certain diseases?
A: The Qur'aan is a cure from all diseases, by the permission of Allaah. (From) mental diseases as well as physical diseases. It is a cure, as Allaah the Majestic and the Most High has stated:
{وَنُنَزِّلُ مِنَ ٱلۡقُرۡءَانِ مَا هُوَ شِفَاۤءࣱ...} [سورة الإسراء: 82]
{And We send down from the Qur'aan that which is a cure...} [Al-Isra': 82]
So it (the Qur'aan) is a cure from mental diseases, physical diseases and diseases of the heart, (such as) Nifaaq (Hypocrisy), Shirk (polytheism) and Kufr (disbelief). (The Qur'aan) is a cure for the hearts, a cure for the limbs and a cure for the souls. It is a cure in the absolute sense, just as Allaah has stated. However, this requires Eeman (Faith) and correct belief. So if the belief is correct and (likewise) the trust in Allaah, then the effect (i.e. the cure) will take place and benefit will come about.
However, if the Faith weakens, or the trust in the Qur'aan lessens, or there is some doubt (in the individual) as to whether the Qur'aan will or will not benefit, then it will be of no use, and the Ruqyah will not benefit him. That is because he did not take the primary means (for the cure) which is having a good intention, and (firm) belief that the Qur'aan is a cure, and (firm) belief in the promise of Allaah, the Mighty and Majestic, and having good thoughts of Allaah.
