Sheikh Saalih Al-Fawzaan (may Allaah preserve him) said:
Backbiting the Waleeyul-Amr (the appointed Islamic Ruler) is the way of the Khawaarij* (Renegade Khaarijites) - and they are more harmful upon this ummah than the other [deviated sects].
Rather, the ruler should be supplicated for, that Allaah grants him success and firmness. And (when necessary), he is to be advised in private; whoever wants to advise the ruler he should take him by his hand and advise him in private. If he accepts, then Alhamdullillah, and if not, then you have fulfilled your responsibility.
*The Khawaarij are a misguided sect who have fallen into ghuloo (exaggeration) and tashaddud (undue strictness beyond that which is prescribed in the Religion). From their errors is that they hold it permissible to revolt against the Islamic ruler, which is in contradiction to the Qur'aan, and the Prophetic Sunnah.
