Question: What is the ruling on reciting the Qur’an over water?

Shaykh Rabī (may Allāh have mercy upon him) said:

"It is not appropriate, even though some scholars have permitted it;

there is no evidence for it. The Prophet (peace and blessings be upon him) did

not do this, nor did the Companions. Those who permit writing [verses], using

them for washing, or similar practices have no evidence. They taught us that we

do not accept a matter without evidence. Every person’s statement can be

accepted or rejected except that of the Messenger of Allah (peace and blessings

be upon him)."
