Masturbation in Ramadan

Sheikh Saalih Al-Fawzaan حفظه الله تعالى was asked:

Q: The one that masturbates during the day in Ramadan, is there upon him an expiation as well as making up for that day?

A: This is haraam, and it is obligatory upon him to repent. It is obligatory upon him to make up that day, and there is no expiation upon him, because this is not sexual intercourse, rather it is (regarded as an unlawful) desire.
