Al-Allaamah Saalih Al-Fawzaan, may Allaah preserve him, said:
"The Muslim ruler is a human that (sometimes) makes mistakes and (sometimes) is correct. However, his mistake should not be taken as a way to defame him, nor propagandise it against him, nor as a way to spread (public) conflict (and discord). Rather he should be sincerely advised in the correct manner (in private)¹.
Allaah, the Most High, said to Moosaa and Haaroon (Peace be upon them) when He sent them both to the tyrannical ruler Pharoah: "So go both of you to him (i.e. Pharoah)" [20:47]
He did not say to them: Go (instead) to the marketplaces and the masaajid, and insult him, nor did He say go in the streets and the gatherings and insult Pharoah..."

¹ - The Messenger of Allaah صلى الله عليه وسلم said:
“Whosoever wishes to advise the Ruler, let him not do so openly. Rather he should take him by his hand and take him into seclusion [and advise him]. So if he accepts that from him, then it is in his favour, and if he does not accept, then at least he fulfilled his duty.” - authentically reported in the Musnad of Imaam Ahmed (#15359)
